Requirements
Must:
- We require progressively responsible experience leading complex technical efforts in application development, systems integration, API work, database-supported applications, or closely related technical areas.
- We require experience designing, building, and maintaining public-facing web applications.
- We require experience creating, using, and resolving issues with APIs and cross-platform integrations, including secure methods such as authentication, authorization, service accounts, and tokens.
- We require strong experience working with database-driven systems, with solid SQL knowledge and the ability to handle application data structures and relational databases.
- We require hands-on Java development experience, along with related web application or service development patterns.
- We require experience using Git, GitHub, or comparable version control practices.
- We typically see this background reflected in about five years of progressively responsible web development and integration experience.
- We prefer experience with user-centered design, UX collaboration, regulated or public-sector environments, and government permitting platforms.
- We value experience modernizing legacy systems, improving deployment methods, and working with cloud, PaaS, DevOps, CI/CD, or automation practices.
- We welcome familiarity with AI-assisted development tools used thoughtfully, as well as experience with Crystal Reports 2020 or newer.
Responsibilities
- We design, develop, and improve public-facing web applications that support permitting, licensing, and compliance services.
- We architect, support, and troubleshoot integrations across SaaS and on-premises systems to enable secure and dependable data exchange.
- We influence technical direction, including architecture choices, business logic, and integration approaches for modern database-driven applications.
- We enhance legacy systems and deployment processes while preserving continuity for essential city services.
- We strengthen development standards, automation, and source control practices to improve quality and team productivity.
- We collaborate with stakeholders, leadership, and vendors to deliver practical, user-focused solutions.
- We work across a diverse technology environment that includes SmartGuide, AMANDA, ProjectDox, Accela, Java, JavaScript, JSP/Jakarta EE, Bootstrap, Tomcat, REST APIs, Oracle, Microsoft SQL Server, SQL, PL/SQL, Git, and GitHub.
Description
We are Portland Permitting and Development (PP&D), a public-sector team driving a major digital transformation to improve how residents, businesses, and developers interact with the City of Portland. This full-time, regular role is primarily remote, with remote work required to be performed within Oregon or Washington. The position follows a Monday through Friday schedule, 8 a.m. to 5 p.m., with alternate schedules potentially available after probation.
