Requirements

Must:
- Master of Arts/Master of Science/Master of Engineering (MA/MS/ME) degree - Over 10 years of relevant Department of Defense/Intelligence Community or related industry experience, with at least 2 years in a Special Access Programs and/or Sensitive Compartmented Information environment, including 1 year within the past 5 years - Proficient in ConWrite, preferred - Active TS/SCI clearance with a capability to complete a Government Counterintelligence Scope Polygraph (CI Poly) - Experience holding a warrant - Knowledge in Source Selection processes - Background in handling large acquisitions - In-depth understanding of contracting for various products and services related to major systems, research, development (R&D), and complex programs, employing diverse contracting methodologies, including negotiated contracts and commercial acquisition procedures as per the Federal Acquisition Regulation (FAR) and other applicable guidelines. - Proven experience in executing source selections, cost or price analysis, negotiations, and preparing associated contract documents in accordance with relevant directives and policies - Experience in managing high-visibility or critical mission aspects of programs independently - Capability to work within stringent timelines with rigorous performance expectations - Willingness to travel within the continental U.S. and internationally

Responsibilities

- Collaborate with the Contracting Officer to strategize and oversee acquisitions for a range of products and services within the contracts division. - Spearhead comprehensive contract activities, including market research, crafting solicitation documentation (both pre- and post-award), ensuring proposal compliance, conducting cost/price evaluations, aiding in negotiation strategies, and managing invoice processing. - Facilitate and engage in program reviews to validate the alignment of contract activities with acquisition strategies and project plans, assessing execution feasibility against established program baselines. - Participate in defining and directing overall acquisition objectives to achieve set milestones. - Partner with the Contracting Officer to develop acquisition approaches, determining the appropriate contract type/method while overseeing contract administration responsibilities, such as maintaining contract file systems and preparing modifications. - Assist in monitoring contract execution alongside the Contracting Officer. - Identify and address risks, evaluating potential impacts on cost, schedule, and performance, while developing burn-down plans. - Support in conveying project status and challenges while formulating acquisition and policy recommendations. - Aid in devising acquisition strategies, including the identification of contract types/methods. - Undertake additional tasks as assigned.
