Requirements
Must:
- Bachelors degree or equivalent experience
- High school diploma or GED with 4+ years of relevant experience
- Minimum 5 years of pertinent experience required
- High-level experience in program management and analytical skills
- Must pass background check and obtain public trust before starting
- Extensive knowledge of Capital Planning and Investment Control (CPIC) within federal frameworks
- Experience with FEAF, SDLC, IT security management, and risk management
- Familiarity with federal IT investment laws, regulations, and processes, including FITARA, the Clinger-Cohen Act, and FISMA
- Ability to review and analyze cost, schedule, and performance metrics for federal IT projects
- Understanding of OMB reporting requirements and alignment of internal with external requirements
- Skilled in consistent management approaches for IT portfolio management
- Excellent verbal and written communication abilities
- Strong organizational, coordination, and leadership skills
- Proficient in managing multiple tasks and prioritizing effectively
- Committed to maintaining confidentiality, ethics, and integrity
- Comfortable working both independently and as part of a team
- Ability to thrive under pressure and meet tight deadlines
Responsibilities
- Support the Federal Capital Planner by providing internal and external analysis services for management and technical staff on IT investments
- Conduct planning and lead research and development activities on complex projects, implementing new best practices
- Identify and evaluate best practices, along with performance metrics
- Review and scrutinize cost, schedule, and performance criteria for federal IT endeavors
- Employ standardized management techniques in IT Portfolio Management to enhance data quality through documentation and best practices
- Perform additional tasks as directed
