Requirements
Must:
- Experience in US foreign affairs or policy, particularly related to science, technology, and innovation (STI).
- At least 3 years of professional experience in academic, private, or federal sectors.
- Technical expertise or educational background in advanced or emerging technologies such as quantum information systems, biotechnology, or artificial intelligence.
- Required Secret Clearance.
- Must be able to clear a background check and possibly additional checks throughout employment.
- Strong interpersonal and communication skills.
- Exceptional customer service abilities.
- Solid organizational skills and attention to detail, ensuring tasks are followed up on.
- Proficient in Microsoft Office Suite, including Word, Outlook, PowerPoint, and Excel.
- Capacity to establish and maintain connections with officials.
- Ability to work independently and collaboratively within a team while proposing and recommending effective strategies.
- Skill in analyzing and evaluating information from diverse sources.
- Competence in planning, organizing, and prioritizing multiple tasks under tight deadlines, often requiring coordination with other entities.
- Familiarity with the Department of States policies and procedures (preferred).
Responsibilities
- Develop an engagement strategy for each assigned country, organization, or topic.
- Propose action plans with specific items for immediate, mid-term, and long-term goals, collaborating with Embassies, Desks, and other interagency elements.
- Integrate scientific priorities with foreign policy objectives into strategies.
- Conduct analyses and make recommendations to Team Leads and office management regarding foreign assistance funding.
- Create metrics to assess the effectiveness of STC programs and associated activities in reaching Department policy goals and regulatory requirements.
- Support efforts to advance science diplomacy through various activities including meetings, advocacy, and outreach.
- Aid ESTH Officers at Post by clarifying principles and practices of STI engagement.
- Assist OES and department officials participating in international STI-related events.
- Cultivate a broad network of contacts to serve as a resource on specific science, technology, or innovation topics.
- Maintain ongoing communication with contacts.
- Gather briefings from pertinent offices and agencies, including geographic bureaus and INR.
- Obtain a strong understanding of the organizational frameworks of STI entities and their authorities.
- Identify foreign diplomats responsible for science in Embassies.
- Track global science and technology trends and perform in-depth analyses of significant trends.
- Identify and evaluate emerging economic or national security risks that may hinder American science and technology partnerships.
- Recognize international S&T capacities in key technology areas and possibilities for collaboration.
- Review and draft assessments of emerging technology trends to influence STC STI policy priorities.
- Undertake additional tasks as assigned.
