Requirements

Must:
- Minimum of eight (8) years of progressive experience in a Business Data Analyst role or a similar strategic position, focusing on enterprise-level initiatives. - At least eight (8) years of proven success leading or significantly contributing to large-scale digital transformation and business process reengineering projects. - Minimum of eight (8) years of demonstrable expertise with Medicaid Information Technology Architecture (MITA), including practical application in complex system environments; experience with MITA State Self-Assessments (SS-A) is highly desirable. - At least eight (8) years of experience in business modeling, demonstrating expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), and ArchiMate. - Minimum of eight (8) years showcasing superior analytical, problem-solving, and critical thinking skills, with a strong capacity to break down complex issues and devise practical solutions. - At least eight (8) years of exceptional written and verbal communication, presentation, and interpersonal skills, with the ability to articulate intricate concepts clearly and convincingly to both technical and non-technical audiences across all organizational levels. - Minimum of eight (8) years of strong negotiation, facilitation, and conflict resolution skills in complex project environments. - Bachelors degree in Business Administration, Information Technology, Computer Science, or a related field (Masters degree preferred). - At least eight (8) years of proven ability to work effectively with technical and non-technical groups on complex business challenges. - Minimum of eight (8) years experience promoting measurable enhancements in operational efficiency and service delivery. - At least eight (8) years of solid understanding and practical application of enterprise architecture frameworks such as TOGAF. - Minimum of eight (8) years analyzing and evaluating current business methods and procedures for improvements, with strong oral and written communications skills. - Must be able to pass a background check, which may include additional checks as required by projects or clients during employment. - Exceptional interpersonal skills with the capacity to communicate in a clear, professional, and articulate manner. - Outstanding verbal and written communication skills. - Excellent organizational, analytical, and problem-solving abilities with high attention to detail. - Ability to examine systems and processes. - Strong multitasking capabilities with the ability to manage multiple design streams across concurrent work efforts. - Must be self-driven and able to work effectively both independently and as part of a multi-functional team. - Ability to handle sensitive and confidential information with discretion.

Responsibilities

- Lead and significantly contribute to large-scale digital transformation initiatives by identifying areas for innovation and designing future-state business capabilities. Utilize emerging technologies to achieve strategic organizational goals and ensure alignment with federal best practices. - Perform comprehensive analysis of current business processes to uncover inefficiencies, bottlenecks, and pain points. Design optimized future-state processes and spearhead efforts to implement reengineered solutions, ensuring measurable enhancements in efficiency, cost-effectiveness, and quality of service. - Develop and maintain business architecture artifacts, including current and future-state business process models (using BPMN), data models, capability models, value streams, and organizational frameworks. Utilize industry-standard modeling tools and notations to effectively communicate intricate concepts to diverse stakeholder audiences. - Collaborate extensively with senior leadership, business units, IT teams, and external partners to gather, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that steer solution development while ensuring adherence to organizational policies. - Act as a vital liaison between business stakeholders and technical delivery teams to facilitate smooth communication and understanding. Clarify the business ramifications of technical decisions and the technical implications of business requirements, supporting coordinated and proactive execution of organizational initiatives. - Perform additional tasks as assigned.
