Requirements
Must:
- A minimum of 7 years of experience in IT project management, ideally in government or public health sectors.
- PMP or equivalent certification is essential; Agile/Scrum certifications are a plus.
- Proficient in handling large-scale multi-system integrations, software deployments, and data-oriented projects.
- Demonstrated skills in managing project documentation, schedules, risk assessments, and compliance reporting.
- Track record of successfully coordinating diverse teams, including developers, analysts, cybersecurity experts, and systems engineers.
Responsibilities
- Direct full lifecycle IT projects, encompassing software updates, system integration, infrastructure enhancements, and cloud transitions.
- Lead technical teams in maintaining, troubleshooting, and improving key IT systems and software, ensuring operational stability and security adherence.
- Develop project frameworks, timelines, budgets, and documentation in alignment with the Enterprise Performance Life Cycle (EPLC).
- Implement effective resource management and risk mitigation strategies to achieve both client and organizational goals.
- Supervise system development and integration, employing technologies such as .NET (C#), Java, SQL Server (SSIS, SSRS, SSAS), SAS, Power BI, and FHIR/HL7 standards.
- Ensure smooth integration of new applications with the current technical ecosystem.
- Guarantee compliance with federal IT standards, including ISO 27001, ISO 9001, CMMI Level 3, and NIST security frameworks.
- Serve as the primary point of contact between government clients, internal teams, and external partners.
- Organize and facilitate meetings, create agendas, document discussions, and provide regular technical and financial updates to stakeholders.
- Deliver training sessions, demonstrations, and presentations to stakeholders.
- Offer initial support and training to in-house teams and external clients, developing training materials and assisting through helpdesk services.
- Ensure proper documentation for user guides, technical manuals, and operational protocols.
- Utilize Agile methodologies, DevSecOps, and ITIL best practices in project execution.
- Familiar with tools like JIRA, Azure DevOps, GitHub, ServiceNow, and SharePoint.
- Experienced with cloud services (Azure/AWS), SQL Server, SSIS, SSRS, SSAS, .NET, C#, Java, and Power BI.
- Knowledgeable in cybersecurity, FHIR-based interoperability, REST APIs, XML, JSON, and web technologies.
