Requirements

Must:
- 3-5 years of proven experience in developing and implementing information management or records management programs - Strong understanding of data classification frameworks, data lifecycle management, and information governance best practices - Familiarity with data retention obligations under state or government regulations - Experience utilizing a modern Enterprise Content Management (ECM) system to classify, manage, and dispose of electronic content - Knowledge of handling PII and sensitive financial data according to best practices - Capable of providing leadership and guidance to team members - Experience conducting formal data inventories in complex organizations - Familiar with automated data retention and records management tools and platforms - Excellent written communication and policy development capabilities - Ability to collaborate effectively with both technical and non-technical stakeholders - Experience in developing and delivering training on information management topics - Government or public sector experience is preferred

Responsibilities

- Design, implement, and oversee a comprehensive Information Management Program, including all associated policies and procedures - Conduct a thorough inventory of data assets, focusing on Personally Identifiable Information (PII) and other sensitive data categories - Create and manage a data classification framework that outlines categories, sensitivity levels, labeling standards, and handling requirements - Establish and document data storage standards, access restrictions, and security measures - Develop an Information Retention Program in compliance with Idaho state records laws and internal client requirements - Evaluate, recommend, and implement tools and processes to enforce retention schedules and facilitate data purging - Maintain the records retention policy and develop a practical guide for staff on how to apply the retention program - Set standards and procedures for data disposal, including secure email handling and end-of-life data destruction - Identify risks in information management post-program implementation and suggest mitigation strategies - Collaborate with client business units to align policies with their data workflows and ensure operational viability - Partner with the training department to create and deliver training on data classification and handling best practices - Manage the entire data lifecycle process and document all program components for sustainable practices - Transfer all program materials, tools, and knowledge to client staff at the end of the contract
