Requirements

Must:
- Proven experience in defining requirements, including capability and system-level specifications, hardware, software, interface criteria, user narratives, or use cases - Skilled in creating technical documentation for system deployment or delivery initiatives - Familiarity with collaborative tools and project management software like Atlassian Suite (Jira, Confluence) and ServiceNow - Understanding of the Risk Management Framework and its relevance to system accreditation - Competency in planning system delivery and deployment actions, including developing technical strategies, timelines, resource distributions, and risk assessments - Active TS/SCI clearance and willingness to undergo a polygraph examination - Bachelors degree in Computer Science or Information Technology plus 5+ years of related experience, or 12+ years of equivalent engineering experience without a degree - Ability to achieve DoD 8570.1 IAT Level II Certification within 6 months of starting

Responsibilities

- Lead the engineering team in the design, development, and implementation of digital cross-domain solutions, ensuring they meet customer missions - Engage with clients to gather, define, and clarify user and security requirements, breaking down hardware, software, interface, and security control specifications - Collaborate with stakeholders throughout the system development and implementation process - Organize and oversee system integration activities, testing, and deployment - Support accreditation of systems in line with the Risk Management Framework - Plan and enhance security measures for systems and team processes to meet Raise the Bar (RTB) cross-domain security goals - Guide the development of cross-domain data flows and assist users in defining their data structures - Formulate and validate data handling and filtering policies - Facilitate user training and promote the adoption of new systems among users
