Requirements

Must:
- U.S. Citizenship is mandatory - Public Trust clearance or higher is required - Over 10 years of expertise in designing and delivering ICAM solutions - Bachelors and Masters degrees are essential - Bachelors degree may be replaced with an additional 4 years of related experience - Masters degree may be replaced with an additional 2 years of related experience - Bachelors degree should be in Computer Science unless significant programming or computer engineering experience is demonstrated - In-depth knowledge of identity management, authentication, authorization, credential management, and Identity Governance (IGA) - Proficient in OAuth 2.0, OpenID Connect (OIDC), SAML, and FIDO - Familiarity with cloud identity solutions like AWS IAM or Azure AD is highly desirable - Strong grasp of Zero Trust architecture principles - Capability to analyze complex environments, solve technical issues, and effectively communicate with both technical and non-technical stakeholders

Responsibilities

- Develop enterprise-level ICAM architectures that support agency modernization objectives and comply with federal security standards - Create frameworks for the management of identity lifecycle, authentication, authorization, and credential governance - Seamlessly integrate ICAM solutions into both new and existing applications across on-premises and cloud-based environments - Aid in transitioning legacy identity systems and utilize tools such as Okta, SailPoint, and CyberArk - Establish technical standards, integration patterns, and architectural blueprints to ensure consistent and scalable implementations - Collaborate with stakeholders to design strategic ICAM roadmaps and modernization initiatives - Create architecture diagrams, design documents, and runbooks to facilitate planning and execution efforts - Lead technical working groups, mentor junior engineers, and oversee architectural processes during delivery - Investigate emerging ICAM technologies, standards, and best practices for future incorporation
