Requirements
Must:
- Bachelors degree in business, public administration, or a related discipline.
- At least 5-7 years of experience in federal acquisition, especially with DHS or ICE.
- Strong understanding of Federal Acquisition Regulation (FAR) and DHS procurement guidelines.
- Familiarity with Government Wide Acquisition Contracts (GWACs) and department-wide Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
- Proven ability to facilitate integrated procurement teams, draft Performance Work Statements (PWS)/Statements of Work (SOW), Independent Government Cost Estimates (IGCEs), and conduct market research.
- Skilled in preparing Determinations and Findings (D&F) and Justifications and Approvals (J&A) documentation.
- Capacity to manage competing priorities and work autonomously.
- Strong communication, analytical, and organizational skills.
- Proficient in Microsoft Excel, Word, PowerPoint, SharePoint, and Teams.
- Organized and methodical, with adaptability to changing demands.
Responsibilities
- Lead integrated procurement teams to gather technical, functional, and operational requirements, manage acquisition timelines, and ensure procurement packages are ready for reviews and approvals.
- Create, evaluate, and finalize necessary procurement documents including acquisition plans, PWS/SOWs, Requests for Information (RFI), Market Research Reports, IGCEs, and Evaluation Plans.
- Conduct market analysis to identify potential vendors, analyze industry trends, and determine suitable contract vehicles for acquisitions.
- Draft Determinations and Findings (D&F) for non-fixed-price acquisitions and option periods.
- Identify and prepare Justifications and Approvals (J&A) documents such as Brand Name Justification (BNJ), Limited Source Justification (LSJ), Sole Source Justification, and Exception to Fair Opportunity.
- Prepare and secure approval for ICE and DHS-specific procurement documents including Contract Language Checklists and Privacy Questionnaires.
- Adapt DHS ITAR Terms and Conditions for each solicitation to ensure compliance with pertinent regulations.
- Submit and monitor procurements through ICE Privacy for review by the Information Assurance Division (IAD).
- Manage submissions through the ICE and DHS Acquisition Review (ITAR) processes.
- Track and submit software IT Service Requests (ITSR) related to software acquisitions.
- Process G-514 forms and ensure appropriate documentation and routing while notifying the Finance Manager of changes in funding needs.
- Assist with post-award contract administration, including preparation of modification packages.
- Maintain accurate acquisition documentation using ICEs Power App-based CPM tool and SharePoint.
