Requirements

Must:
- Must be able to obtain a Secret clearance. - Bachelors Degree in Software Engineering or Computer Science with a minimum of 10 years of experience in programming languages (e.g., Rails, Oracle, SQL, MySQL, .NET, Java). - Current Certified Information System Security Professional (CISSP) or equivalent certification is mandatory, along with potential additional certification requirements at the task order level. - Over 4 years of experience in software engineering focused on DevOps and embedded systems, with expertise in sensor fusion, signal intelligence (SIGINT), or maritime surveillance systems. - Familiarity with machine learning applications for signal classification and hands-on experience with networked embedded systems and distributed architectures. - Proficient in RF signal detection and processing tools and frameworks, with knowledge of RF systems such as receivers, transmitters, modulation schemes, and software-defined radios. - Experience in AI/ML model development for tasks including signal classification and anomaly detection is preferred. - Knowledge of embedded software, FPGA interfaces, or Software-defined radio (SDR) platforms (e.g., USRP, HackRF, BladeRF) and cloud-based or distributed processing environments, including network protocols and secure communication systems. - Strong skills in embedded programming (C, C++, Rust) and real-time operating systems (RTOS), alongside solid understanding of DevOps methodologies including CI/CD pipelines, containerization (Docker), and orchestration (Kubernetes). - Insight into DHS and DoD RF technologies and software-defined radios is advantageous. - Proven ability to implement new software technologies from lab environments to operational settings. - Exceptional communication skills to explain complex technical concepts to varied audiences.

Responsibilities

- Design, create, test, and implement advanced software solutions that bolster the Coast Guards next-generation RF sensing and signal processing platforms, adjusting to emerging technologies. - Develop systems that integrate sensor technologies for broad-spectrum RF signal detection, applying AI/ML-based signal processing along with conventional techniques, and interfacing with RF transmission devices. - Conduct experiments to assess sensor performance (sensitivity, noise figure, dynamic range, false-alarm rates) in realistic maritime conditions. - Perform comparative studies on COTS versus custom embedded solutions, documenting performance, cost, reliability, and lifecycle considerations while translating mission requirements and operational constraints into system specifications, architectural choices, and testable acceptance criteria. - Collaborate within multidisciplinary research teams or laboratory settings, aiding in the planning, design, development, and use of electronic data processing systems software. - Integrate software with broad-spectrum RF sensor technologies and manage data pipelines to handle high-volume signal acquisition while staying updated on emerging RF sensing, AI/ML, digital signal processing (DSP), and embedded systems technologies. - Implement real-time signal acquisition, DSP pipelines, and edge analytics for RF detection, classification, and event triggering. - Create algorithms for signal detection, classification, deconfliction, and multi-sensor fusion to boost maritime domain awareness. - Construct robust data pipelines for high-volume RF capture, including metadata tagging, storage, and retrieval for both streaming and batch workflows. - Conduct performance profiling and optimize processing mechanisms for throughput, latency, and energy efficiency on designated hardware. - Develop software for mesh networks and mobile ad-hoc networks (MANET) to ensure resilient, self-sustaining communication in maritime environments. - Fine-tune routing protocols (e.g., OLSR, AODV, BATMAN) for dynamic topologies and resource-constrained embedded platforms. - Ensure interoperability between sensors, gateways, and command systems across varied communication links (RF, SATCOM, LTE). - Engage in code reviews to uphold high quality and performance standards and contribute to engineering best practices, architectural decisions, and documentation. - Diagnose, debug, and refine existing systems for performance and reliability across hardware/software interfaces. Implement algorithms and models pertinent to AI/ML-based signal analysis, classification, and detection. - Collaborate with network, database, and programming teams to provide software systems that fulfill user requirements. - Assist in the development of all technical documentation necessary for C5ISC SELC and Change Management processes. - Offer input requested by the USCG in the crafting of Engineering Change documentation. - Attend quarterly program management and technical working group meetings as required. - Produce formal reports addressing any deficiencies as directed by the COR. - Review reports and documentation deliverables for accuracy as instructed by the COR.
