Requirements
Must:
- Proven experience in project management
- Expertise in technical design and implementation of eligibility systems for SNAP and TANF
- Background as a technical analyst in system development for mid- to large-scale human services enterprise systems
- Familiarity with USDA-FNS guidelines and state government operations
- Experience collaborating with DHS program areas and technical teams regarding business and IT requirements
- Skilled in managing project life cycles and coordinating development release planning
- Knowledge of automated eligibility determination systems, especially for SNAP and TANF
- Subject matter expertise in Mainframe CICS system architectures
- Ability to provide recommendations for system and process enhancements
- Proficient in developing, maintaining, and updating documentation for procedures and policies
- Experience engaging with clients to gather and clarify business requirements
- Capable of defining and implementing standards and new technical directions
- Experience in issue resolution and refining processes
- Proven leadership in directing development teams
- Knowledge of SNAP and TANF eligibility policies and state/federal mandates
- Ability to interpret, design, and implement federal and state requirements in Linux environments
- Advanced experience in Data Analytics using relational databases such as SQL Server
- Familiar with the Unix/Linux operating system
- Proficient with Microsoft SQL Server and writing SQL
- Skilled in using JIRA and GitLab
- Certifications: Certified Professional in Business Analysis, Certified Agile Practitioner
Responsibilities
- Manage and oversee various project life cycles from initiation to completion
- Collaborate with stakeholders to gather and analyze business requirements
- Provide expert guidance on SNAP and TANF eligibility systems and processes
- Lead the technical design and implementation of eligibility systems
- Facilitate interactions between program areas and technical teams to address IT needs
- Develop and maintain comprehensive documentation for policies and procedures
- Recommend enhancements to systems and processes based on best practices
- Lead and mentor a development team through the project phases
- Ensure adherence to USDA-FNS guidelines and state mandates throughout projects
- Engage in data analytics to support decision-making and operational efficiency
- Support clients in understanding system functionalities and resolving issues
- Implement standards for technical direction and system enhancements
