Requirements
Must:
- Bachelors degree in Information Systems, Criminal Justice, Computer Science, or a related discipline.
- At least 5 years of professional experience as a Business Analyst within enterprise or judicial IT systems.
- Comprehensive understanding of Marylands criminal history processes and data reporting criteria.
- Extensive experience with CCH, ETS, ADR, and associated modules.
- Proficient in SQL and database management, including ETL and data analysis.
- Skilled in creating UML diagrams, requirements documentation, and traceability matrices.
- Background in working with integrated justice systems across various jurisdictions.
- Strong abilities in stakeholder engagement, communication, and documentation.
- Must possess legal authorization to work in the U.S. for a minimum of 120 days following the Notice to Proceed.
- Capable of passing Maryland State and FBI background checks before starting, with annual renewals required.
- Willingness to be on a 24/7 on-call schedule in secure correctional or probation environments.
Responsibilities
- Lead analyst for CCH and its subsystems, including ADR, RAP, and Identification Indexes.
- Facilitate requirements gathering, reporting, and compliance efforts for the Expungement Tracking System (ETS).
- Collaborate with stakeholders to enhance connections between CCH and external systems like OCMS, MAFIS, and FBI databases.
- Address user issues, replicate workflows, and conduct root cause analysis.
- Create and update Business Requirements Documents (BRDs), Functional Specifications, User Guides, and Technical Reference Materials.
- Perform As-Is/To-Be process analysis, gap assessments, cost-benefit evaluations, and risk analyses.
- Develop use cases, mockups, UML diagrams, and traceability matrices.
- Support QA teams with test planning and development of test cases, and oversee User Acceptance Testing (UAT).
- Write and run SQL queries to assess data integrity and backend operations.
- Ensure adherence to state and federal regulations for criminal justice data reporting.
- Present updates and reports to stakeholders, which include law enforcement, IT leaders, and executive personnel.
- Identify potential enhancements to streamline processes and improve reporting precision.
