Requirements

Must:
- Minimum of five (5) years of experience in implementing, managing, and monitoring Security Controls and Governance for complex public-facing IT systems. - At least five (5) years of specialized experience defining security requirements for advanced applications, evaluating security products, and solving multi-layered security challenges. - Five (5) years of hands-on experience providing operational support for ForgeRock and SailPoint IAM products. - At least five (5) years of experience in assessing information systems and recommending changes to mitigate risks and vulnerabilities. - Minimum of five (5) years conducting Incident Response testing for security incident detection, response, and reporting. - A minimum of three (3) years of hands-on experience in designing, deploying, and managing security policies for health insurance marketplaces or complex health and human services systems. - Proficient in configuring ForgeRock for single sign-on across applications and implementing password synchronization. - Experienced in SailPoint configuration and administration, including organizational structure design and provisioning policies. - Familiarity with ID policies, password policies, access control lists (ACL), lifecycle management, and workflow configuration. - Proven capability in troubleshooting operational issues, providing solutions and reminations. - Experience in developing IT Security roadmaps and execution strategies. - Technical knowledge of command line utilities on diverse platforms including Linux and MS Windows. - Expertise in integrating IAM systems with user account repositories like Active Directory, LDAP, and Databases. - Proficient in programming languages such as Java, JavaScript, and shell scripts. - Familiarity with NIST SP 800-37, NIST 800-53, IRS Publication 1075, and MARS-e 2.0 compliance requirements. - Experience in vulnerability management and penetration testing.

Responsibilities

- Develop and implement cloud security measures, processes, and tools, along with automating cloud security tasks. - Execute security assessments while collaborating closely with DevOps and Developer teams to identify security and privacy issues within AWS or Azure and devise secure solutions. - Continuously monitor the Health Benefit Exchange (HBX) and related systems, managing cloud security operations, addressing security issues, and escalating as necessary. - Conduct security impact assessments for proposed system modifications. - Perform cloud security assessments and penetration tests. - Execute incident response and forensic evaluations utilizing security information and event management (SIEM) tools. - Ensure that the security requirements of the MHBE system are fulfilled throughout all stages of the system development life cycle. - Review and update system security documentation and materials, including the Systems Security Plan and Information Security Risk Assessment. - Create and monitor Plan of Action & Milestones (POA&M) for resolving security findings. - Manage cloud-based and physical firewalls. - Implement and manage Identity and Access Management solutions across various operating systems. - Monitor and operate Identity and Access Management implementations. - Design enhancements for IAM products such as ForgeRock and SailPoint. - Provide ongoing support for IAM products and security technologies, revising system designs and quality standards as needed. - Make necessary changes to IAM systems and applications to improve enterprise security, ensuring secure access for employees, contractors, consumers, and stakeholders. - Conduct Security Incident Response and forensic evaluations using available SIEM tools. - Provide operational backing for other security technologies and manage account/access with IAM and other security tools. - Comply with all relevant security protocols, change control procedures, and MHBE Project Management Office (PMO) policies, processes, and methodologies.
